The lead was already Rogers's. Five minutes after the restart United gave the ball away in their own half, Romeo Lavia found him, and he ran through the middle past Harry Maguire before lifting the ball over Senne Lammens.
United had scored first, or thought they had. Matheus Cunha turned in Maguire's header from a Bruno Fernandes corner in the 34th minute, but VAR found him offside, as the flag had already found Estevão when he put the ball in for Chelsea in the 15th.
Palmer's penalty was his 50th Premier League goal for Chelsea, in 105 appearances.
Chelsea move up to fourth on 16 points. United stay 16th on seven, and the defeat stretches their run without a win in all competitions to nine matches. Every match it lasts adds to the pressure on Michael Carrick.
